Development plan to increase social cohesion in the Gouin-Laurentien sector

Introduction 

Cartierville 2035: Mon quartier, ma ville! is the result of a thorough investigation into the history of the area and the factors that contribute to the contemporary make-up of the Gouin-Laurentien sector. With large amounts underutilised land and a planned extension of the metro system from Côte-Vertu Station north to Laval, this area of the Borough of Ahuntsic-Cartierville, and particularly the area focused around the intersection of Gouin and Laurentien boulevards, is set to undergo significant change over the next twenty years, and the future composition of the neighbourhood depends on a strong vision to guide the development that will occur during this transitional period. Two major themes have guided the creation of this document, including social cohesion, and local identity. Social cohesion is a concept that refers to the connections between people and the social bonds they form, particularly within a socioeconomically diverse population. Local identity can help to foster civic pride and community participation, and can also offer economic benefits. One of the most significant barriers to social cohesion in this sector is the high rate of population turnover, as the newcomers to the area soon move on to other areas that offer them units that better meet their needs. Several other issues have also contributed to poor connectedness among the various demographic groups, and to the lack of a distinct local identity. These issues fall into four broad themes, namely: a public realm that discourages pedestrian activity and suffers from a negative perception; a lack of options for both employment and shopping within the sector; a shortage of housing options that satisfy the needs of the local residents; and, a transportation network that favours the movement of commuters through the sector rather than the access to services within Cartierville. This plan presents a long-term vision for the Gouin-Laurentien sector of Cartierville, the main goals that will guide change in the sector by addressing the identified issues, and the means of achieving them.

Vision for Cartierville 2035 

With abundant green space, the Rivière Des Prairies, strong public institutions, and a multicultural population, Cartierville provides a foundation where social bonds can be solidified and economic rejuvenation can occur. By building on this foundation while embodying the values and aspirations of the diverse residents, this plan envisions a more livable, functional, and aesthetically pleasing Cartierville. The Cartierville of 2035 will be a thriving, colourful place that people will be proud to call home.

The Gouin-Laurentien sector will remain diverse by continuing to welcome and provide services for new immigrants. Cartierville 2035 encourages a unique social fabric where differences are celebrated as a way to begin conversation and build mutual respect. The future Cartierville will possess a stronger sense of community identity and social cohesion. A new community centre, will be a “third place” for residents, distinct from their home or place of employment, where they can enjoy amenities, services, and the good company of their neighbours1. The economic revitalization of Gouin Boulevard will create a hub for local commerce, which meets the needs of residents while drawing in outside shoppers. A local market located on Gouin Boulevard, along with murals throughout the area, will allow for unique experiences.

The Cartierville of 2035 will be a place where people can live, work, play, and stay. A wider range of housing types and services will reflect the multifaceted socioeconomic and cultural makeup of the community. Greater employment opportunities and stronger local commerce will retain population, as well as attract visitors. Laurentien Boulevard will play a key role as a corridor that mixes new residential development with expanded commercial options to draw the attention of commuters. An efficient transportation network will offer greater mobility for both motorized and non-motorized travel. Traffic will move through and within the neighbourhood safely and efficiently. Improved connections within the neighbourhood will be complemented by a high quality urban landscape and green spaces. A functional, livable and aesthetically pleasing Cartierville will strengthen its residents’ sense of pride and identity. Implementing this plan will contribute to a greater sense of community cohesion and participation in political processes. Cartierville will be a place where people want to live.
